Minutes of the December 7,
2011 Meeting
President Carolyn Miller opened the meeting at 7:02 p.m. The
meeting began with the Pledge of Allegiance followed by a moment of
silence. Of the 16 Directors of BLTRA, six
were present representing a quorum. The

No minutes were prepared for November as a meeting was not held.
Treasurer Charmaine Miller provided the Treasurer’s report for this month. As of November, 2011 we had a balance of $282.40. The bank is now charging a $3.00 per month service charge on the account. A motion was made by Bill Sibbing to approve the Treasurer’s report without any corrections or changes. Becky Wright seconded the motion which carried.
Bill Sibbing briefly discussed the fact that there is a group of local businessmen who are working with the town on changing some of the old signage ordinances which they believe hinder their ability to do business.
OLD BUSINESS
President Miller announced that the BLTRA has a continued need for volunteers to take Vice Presidential positions in BLTRA Districts V and VII.
NEW BUSINESS
President Miller discussed having BLTRA participate in local parades as a means of exposure.
BROWNSBURG BOARD OF ZONING APPEALS
GSW/APEX ELECTRIC AND SIGN CO., INC.,
201108BZA/BZDV-9-11-1086. This petition
seeks a variance from development standards to allow extra wall signs
advertising the Minute Clinic services offered by the CVS located at 21West
Main Street in Brownsburg. Bill Sibbing brought to the meeting
photographs depicting 16 existing signs on or around the CVS building as it
exists today including signage advertising the Minute Clinic. Based upon the number of existing signage, Doug
Miller made a motion that we oppose this petition as presented. Bill Sibbing seconded the motion which
carried with a vote of 5-0-0. The BZA hearing date on this petition is December
12, 2011.
C. HART LANDSCAPING,
BZDV-10-11-1088/2011-10BZA. This petition
seeks a development standard variance for property located at 645 North Green
Street in Brownsburg. Mr. Hart plans to
operate a landscaping and nursery business at this location and seeks a
variance to allow for outdoor storage of landscaping materials. Bill Sibbing informed the members that Mr.
Hart has requested a 30 day hearing delay while the landscaping plans are
finalized. Bill Sibbing made a motion to
table the discussion of this petition until the January, 2012 BLTRA meeting. Charmaine Miller seconded the motion which
carried with a vote of 5-0-0.
SAWMILL CREEK, LLC.,
2011-1113BZA/BZUV-10-11-1089. This petition
seeks a use variance for property located at 1650, 1652, 1630, and 1632 East
Northfield Drive in Brownsburg to permit childcare and daycare centers within
the district. A brief discussion
entailed about the businesses already in existence at this location and that
childcare and daycare centers would be an excellent fit for the area. Charmaine Miller made a motion to support the
petition as presented. Bill Sibbing seconded
the motion which carried with a vote of 5-0-0.
The BZA hearing date on this petition is December 12, 2011.
HENDRICKS
COUNTY PLAN COMMISSION
NANCY
RARDIN AND JACK HALSEY, MRP019/11. The co-petitioners seek a minor
residential plat for property located ½ mile west of the intersection of County
Road 650 East and County Road 800 North on the south side of County Road 800
North in Brown Township. Because
information on this petition was unavailable prior to the time of the meeting,
Bill Sibbing made a motion that we take no position on the petition. Doug Miller seconded the motion which carried
with a vote of 5-0-0. The HCPC hearing
date on this petition is December 14, 2011.
There
being no further business, the meeting was adjourned at 8:05 p.m.
